Default Change or not to change

OK, I know you change the light when the plant starts to flower, but what about spinach, lettice or others that don't have flowers.

No changes necessary. Why do you ask? Are you wondering if you should change or are you wondering if changing will cause a problem due to changing for fruiting plants in the same room?

I'm new to the use of grow lights. Why would you need to change the lights for a blooming plant?

That would be due to the spectrum of light. Some plants begin to flower with the changing seasons in nature. MH lights are more on the blue end of the spectrum, hps are more of the orange and red end of the spectrum. Bright early and mid summer light is more of the blue end of the spectrum. Late summer and fall light, has more of the orange and red end of the spectrum of light. It's about mimicking nature to induce fruiting in those plants that need it (not all plants do).
