Default germinating seeds in a paper towel

Ron, when germinating seeds in a paper towel can i just use distilled water and soak about 3 paper put the seed in between them and put them in a sandwich bag and store in a warm area making sure the paper towels are damp? Will that work even without plant starter. Then when they sprout transfer them to the vermiculite?

Also can i use the windowsill to grow the seedlings in the vermiculite then transfer to my hydro medium and start using my hps?In other words can i use sunlight from the window instead of floros or mhs?

Yes but watch they don't cook. And you need more than 12 hours too.
