start a unit without electric?

is there a way to start a unit without electric? we have land, sun, water but no juice.

A system with a 12 volt pump that runs off a car battery, while the battery is charge with one of those solar battery chargers you can get at any large auto parts store or magazine.
Aquatic Eco-Systems, Inc. has a number of 12 volt pumps.
