Arrow Moisure (hymidity) of substrat

Dear collegues , i ask you because i can not found right answer.

How calculate moisture of substat ?
For the example - for the green onion (scallion) necessary hymididy of substat 60%

This is mean 60% vater of volume substrat, or 60% vater of mass substrat ?
