Default can't stop the 2liter caps from leakin'

Hello,i built the 11 plant garden so that i can get fresh veggies this coming winter. Everything works great, accept i can't stop the 2liter caps from leakin'. I glued the 1in. pieces in and then the caps were glued in. I then tried the system completely assembled. Several of the caps leaked very slowly. Then i took the bottles off and applied glue around the whole thing, cap and all. I tried it again, waiting atleast 24hrs for drying time. They still leaked. So, then i put silicon around all of the caps, let dry, and they still leaked alittle. Yes i left the rubber gaskets in the caps. Do you think that maybe the plastic band around the bottle should be taken off, to allow the the bottle to seat better? Thank you for your plans for this garden and any imput you can give me! Jeff

Try 2-part epoxy or hot glue.
