This is an early Boley uprighting tool that is very scarce. I had to find it in an old watch catalogue to know it was made by Boley in Germany, a very high quality maker. It has essentially all the black paint or japanning and no corrosion. It seems to work well and could be attached to a lathe set up for various types of drilling, chamfering or broaching.
