I am not a radio expert. I purchased this unit a few years ago when I thought about putting together some things for emergency preparedness. I afterwards learned that this type of equipment is beyond the level of my personal needs. It was represented to me as a \"working\" unit, at the time when I purchased it thru . But I have never tested it. So, I\'m selling it \"As Is.\" The photos show that it is in good physical condition, and powers up, with a bright display. The charger and battery do appear to be working, as shown in the pictures. This listing includes the DES/DES-XL Key Variable Loader, one connecting cable, one battery, and one battery charger (as shown in pictures).
