You are offerding on a Precision Apparatus 912 tube tester.  When plugged in it lights up, and the meter needle goes to center.  It responds to some of the knobs and buttons too.  I have absolutely no idea whatsoever how to use this thing, and no way to test it other than what I described above.  There is some sort of tentacle wire coming out of the top, with a little socket on the end.
