Definitely used and sharpened by owner at the time, not recently, not badly done. NO maker, scabbard marked USM8 and BM Co. Canvas is good, shows use but not abuse. The angled cross bar has been straightened out to being flat across cross guard, not sure why anyone would go to the trouble to do this.
