root expansion for flowering plants

Will the 11 plant system pictured on this site allow enough root expansion for flowering plants up to 1.5M in height?

If you water the plants often enough then the roots don't need a lot of root space to mature to that size. So yes you can but I would put more space between the bottles if you grow them that big.
