Well the thing is peppers are a continuously flowering plant (like tomatoes). Meaning that they flower throughout their life, so they don't have a stage where they go from foliage to blooming. There not to small for blooms, they should be blooming now, and from here on out. It's better to use a
nutrient that is formulated for continuously flowering plants. continuously flowering plants need a sort of middle ground between the two formulas (vegetative and bloom) in order to do both well at the same time.
