Yes you only need to water when the light is on because without photosynthesis the plaint can't utilize the
nutrients in the solution. But for convenience I water all the time, that is intermitely, (every 20 minutes) because I have had a few disasters with timers going bad. My plants don't seem to mind being watered unnecessarily. Ron
