Question Glue for Bottle Caps to PVC in 11 bottle system ...

In Canada, it seems our 2L bottles have slightly larger caps than the US. The 11 bottle system calls for 1" plugs at the top of each of the Tee's, but then our bottle caps won't fit. Also, the caps are very soft and plyable ... hard to make the glue stick.

So, now I have a too small cap going into a too big hole.

I tried industrial glue (in a caulking gun tube) but it won't bind to the PVC.

I'm thinking either silicon caulking or "soft plastic" cement. I fear the soft plastic cement won't bridge the gap however.

Has anyone else run into this problem?

EDIT: I re-read all the notes and in the photos on this site I saw this note:

"1 1/8 inside thinwall" ... Hmm, perhaps I'm using the wrong PVC pipe for the bottle cap holders? I was using the same stuff as the rest of the system.
