Odd readings

I just set up a 10 gal. DWC system. I have added the recommended amount of "General Hydroponics Maxigrow" which is 1 tsp. per gallon. When I check it with my EC meter, it only registers 143 ppm. It should be around 500 to 550. Why would the measurement for 1 gal of nutrient vary so much as opposed to 10 gallon?
