So many to chose from. For a 4'X 4'.....watts? and type of reflector? from herbs to fruit(toms.

A 250 watt would work but I would go with 400 watt if you can afford it.
Always use a reflector to increase efficacy.
Horizontal lights are more efficient than vertical ones.
high pressure sodium lights cost more than metal halide but they last twice as long.
