what type of grow medium is best?

I am a commercial butterfly breeder and would like to start growing milkweed (for the monarchs) indoors due to harsh growing conditions during the winter. If I use the 11 plant system, what type of grow medium would be best? Also, what's the best lighting? Thanks for your help

grow rocks hps or MH lighting.
