Default growing in 3" by 3" Rockwool

Hi, I have one more question concerning my plants (growing in 3" by 3" Rockwool). They have been growing from seed for a little over two weeks now and they have not really grown vertically at all. Every new leaf set sprouts RIGHT on top of the old one, and the plants themselves have stayed at about 2.75" for almost a week. The stems on the healthier plants have thickened and seem very fit. Is this normal, will their stems eventually elongate? I want them to reach a height of 8-10". Remember that they are in 1.5" of water (aerated with an airstone) all the time, in a 1' deep by 21" wide space, and look healthy but a little wilted. This is my first batch of little guys so I don't know what to expect. :-)

I would say to much watering. Most plants need a dry period between waterings for healthy growth.
