I am having a problem with cloning

I am having a problem with cloning. After they root in a small covered tray, I move then to a 4" container with what I call Lava rock. The problem is that they are drying out and shriveling up. I have tried putting the into the ebb and flow system and also hand watering them for a few day as a transition period. What am I doing wrong? Help, Happytrailss
