HID lights

Would 3600 lumens per square foot of fluorescent lighting be enough for a five sqare foot bud garden? I am using a very small space ( 4' x 4' x 4') and can't use HID lights because of the heat. I plan to grow the plants to a total height of 36" at harvest time, using the sea of green method. Thanks.
